Extend CPU Hard support to expansion buildings

Hi,

Following up from http://www.tropiceuro.com/forum/viewtopic.php?f=6&t=34&p=87&hilit=cpu+hard#p87, i would suggest the following 2 changes:

1. Add CPU Hard support for expansion buildings
2. Grey-out CPU Hard selection when expansion buildings are selected in the game type until #1 is complete. in other words, make it impossible in the GUI to select CPU Hard & random. Since this feature combination is not currently implemented, it is counterintuitive to new users to start a game with normal CPUs when this combination selected.

1. At the moment this is probably not possible using the advanced evolutionary-based algorithms used in the CPU Hard player, which evolve their AI techniques against a fixed set of buildings. Support for expansion buildings would require a brand new AI algorithm and would involve a very large amount of work and so there are no plans for that at this stage - the priority for now is to get more human-human games going.

Also, there are also some planned improvements to the CPU Hard AI for standard buildings that would be done first before thinking about doing a separate AI for expansion buildings, see here if you are interested: viewtopic.php?f=11&t=5

2. Yeah some kind of notification can be added when "<any-normal-hard>", "<any-hard>" or "CPU Hard" are selected and buildings is not set to "Standard", perhaps as a notifcation in the chat area - would that be sufficient?

Greying out items is not usually standard practice in Java for drop-down boxes (and is not supported by standard), so if we were to modify those it would probably involve removing the items instead of greying them out.
